Objectives:
- Provide the relevant information to build a strategy and reach consensus on the priority action areas for noise source improvements.
- Gather information and reach consensus on the optimal balance between source noise reduction and noise abatement.
- Discuss the opportunities for the optimisation of rules, legislation and voluntary agreements.
- Provide liaison with the STAIRRS project steering group
Tasks
Four workshops will be held during the life of the project involving :
- Railway operators.
- Infrastructure managers.
- Capacity regulators
- UIC / CER / UIP / UNIFE
- The EU (Directorate and Future Noise Policy WG members).
- National and local authorities.
- Industry
- Consultants
- Universities in addition to consortium members.
The project will collaborate with the EU Working Groups assisting in the development of Future Noise Policy, in particular with the Working Group.
Output:
- An agreed policy to reduce noise at source in the most cost effective way, by retrofit, new design solutions and through combinations of measures at source and abatement.
- This will be supplemented by information on calculation and simulation models, on expert systems as a tool for management, consensus about policy, strategy, standards, measures and costs.
